Carousel Heights: The Democratically Made Level

This was part of an experiment done on r/HotlineMiami to see what a level made almost entirely out of suggestions from random people would end up like, from the player character, the environments of the level itself, and enemies, to random background details. These suggestions were more likely to get in based on upvotes

the experiment lost steam after the first post and was quite messy, but was fun to make none the less
