Perfect! I love proper stain glass on churches! So many good memories from the church I grew up in!

If I host a local server, would other players that don't have the mod see an ERROR or would they see the glass properly?

It's because Valve rushed the maps when redesigning the art-style, and either didn't see half the broken shit, or didn't care because they thought most people wouldn't see it. But only few people care so, it never mattered to many. There's tons of leftovers from older builds of the maps, whether it be a brushwork garage door that they never swapped out to use the model, or the fact that they still use the older 2006-Mid 2008 semi truck models, despite the clear quality difference. One was obviously made with the older art style in mind as it is closer to the CS:S vehicles in detailing, whilst the newer, "Longnose" one is obviously made with retail in mind.

Why does many of their Left 4 Dead 2 Official Campaigns do had of missing props & objects? I mean, many players have never seen that all time
