Better Railings and Steel Grate

Description
This improves the quality of any stair railing using the one from No Mercy, as well as the steel grate on the walkway of No Mercy which is used in multiple campaigns and custom campaigns.

@Dot I am working on some grates that need replacement as well as the trees on Swamp Fever with the hanging Tillandsia

@Dot, I'm not sure if Left 4 Dead2 could handle that, I go by what the engine can handle more or less. Also a particle system? Perhaps something like dead air but more dense and smaller... I'm not sure how it would be implemented
