They did change the pace of the game, alright: by making it very slightly more annoying to deal with her, before you move on.
In fresh-install lobbies, she may or may not kill someone. At anywhere else, she's worth a medkit or some pills.
In Versus, she rarely impacts gameplay in high-level (like in comp or sweaty pub servers), unless spawned at incredibly specific spots.
Personally, I just think it's a flawed game design as a result of the game's lifespan, like TF2's Sniper class.
As they say in the developer commentary in L4D1, they wanted an enemy that gave an exception to the rule of "shoot everything that moves", they wanted her to change the pace of the game, and make the players think before acting, instead we got this shitty mechanic where you can instantly kill the optional """dangerous""" boss infected, or burn and run, or just snipe in the head and bash.. they really failed her. People also just shoot and most of the time she dies before reaching her target. There's also that idle trick..
