Updated version of Real Space System Scale Gigastructural Engineering Patch 3.8

Overview
Decided to do these updates for my own personal use as I use Real Space and Gigastructural Engineering.

I probably won't maintain this mod as the original author, has conveyed plans on updating it when they can. But since I'm making it public, if there is a mega that still looks like it needs updating I can try to fix it. I honestly don't know what I'm doing here... I just compared the changes made in the compat mod against Gigastructural Engineering and Real Space to update it and it worked. Didn't add anything else.

Updated for: v3.11

Would be very very nice and appreciated if we could have your update on this since the original GOAT seems to be still unavailable working on it, and the latest ones created by others are not quite well done patches with all due respects. Currently still using yours to play the game, and find several gigas not operating as they should in the latest version of RS and GE.

I'll probably look to get this updated within the next couple of weeks. Been too busy and away. Haven't even thought about Stellaris in awhile tbh

god i am hoping this gets an update that doesn't need ships in scaling, I'd rather not have to download a mod that changes how the game is balanced.
