Divided Patronage Rebalance

With v3.10, the Shared Destiny ascension perk, Franchising ( for mega corp ) and Feudal Society civics where nerfed to each provide one a single excemption for subjects from divided patronage, instead of unlimited.

This mod aims to provide more exemptions, hopefully in a balanced way.
It also halves the penalty for subjects over the exemption limit! ( -1 to -0.5 )
There are several ways to get more exemptions ( each provide one more exemption):
Tech: Xeno Relations and Galactic Administration
Finished Traditions: Domination, Supermancy, and Harmony
GalCom Resolutions: Personal Oversight and A Voice For All
New Edict: Patronage Enforcement ( unlock with Shared Destiny ascension perk )

Furthermore, Protectorates ( tech ratio < 0.4 ) don't count towards the limit.

Compatibility:
Only tested on 3.10.*-v4.0.*
Probably won't work with previous versions, tooltips definetely won't display correct info.
Future versions should still work, let me know if you find issues.
I wrote the mod in such a way that even if parts get overwritten ( like the tech or the resolutions ) it will still work.
The mod checks if the contitions apply ( tech researched, resolutions and edict active, etc ).
Even if the tooltips of them don't show the extra exemption, it should still work.
It works on currently running saves too, because of this.
The only thing that will break the mod is overwriting the divided_patronage_mult modifier ( or removing this modifier from the effect that applies it to the subjects ).
Also, the effect is run monthly, so if something doesn't seem to apply right away, just wait until next month in game.

Comp with other mods:
My other mod ( Revert Divided Patronage ) is, technically, compatible, but renders this mod useless.
The only other mod I had issues with is "More Emperor & Custodian Resolutions, and Galactic Unification", so I included a patch to ensure compatibility with it. Be sure to have my mod apply after that, or mine wont work.
