NSC2 Rework and Portrait Fix for ( Twinks Sin'dorei )

Description
Rework for Twink's Sin'dorei, which you can find here https://sp.zhabite.com/sharedfiles/filedetails/?id=1762619605, including NSC2 compatability, working portraits, and a new headquarters model based off of the avian citadel!.

The rework was necessary to fix clipping issues in some NSC ships and restore the portraits to what they were before.

Known issues:
The Sin'dorei citadel is not visible in the ship preview, but is visible in game

@Red Fang No, this was a standalone fixed version of the mod, though it likely doesn't work with the current version of the game as I haven't updated it.

mod has been broken by the update, somehow the species category has been overwritten without the room files being affected. As a result you cannot select the species, even though the content is still in the game, its just unselectable from the empire creation menu.

This mod, for some odd reason, forces all necrophage pops to be Specialists and forbids them from being workers. While this effect is useful for running a normal necrophage empire and I would personally love it as a policy option, it is quite unfortunate for running a Fanatic Necrophage empire. It's not a huge deal, but the sooner this issue can be fixed the better.

For the bug itself, it appears that Necrophages can be in worker jobs or can start a worker job, but as soon as the system realizes that a necrophage is in a worker job slot it literally boots that pop out of the worker job slot and into a specialist slot, leaving an unemployed specialist pop that, upon demotion, gets booted right back up, and so the cycle continues. A very interesting set of interactions all things considered...

@Atlantispy I'm not sure, I'm currently working on Dessanu, but it's proving to be the most difficult so far.

@TTV/COFFENATION Kal'dorei has already been fixed by someone else, unless there's something wrong with the fix that I don't know about
