This addon adds on a realistic underwater effects

Realistic Underwater Effect adds effects for players in and out of underwater. Improved visual effects in underwater with added underwater sound and improved DSP. Plus new visual effects once the player gets out from underwater.

Features:

You can turn on/off this addon. Go to console commands and type this out. Set to 1 by default.
cl_kn_rue_addon
Clientsided
Improved underwater visual effects. Adds a new blurry refraction.
Improved DSP. It means the sounds will be very muffled now.
Added underwater sound.
New visual effects once player goes out from underwater. Adds a dripping water effect.

i don't think being underwater makes your vision blurry, maybe for the first few seconds because your going in and out of it but once your eyes have adjusted to the water, its like air
