it will apply to all CItybound planets that you will visit after you sub to this mod.
World files seem to retain sky colors inside, that's why when you install a mod like this you will have to visit to a region of space you haven't visited yet, universe-chunks file seems to hold some thing too.
if you want variety in your universe and you want just a few planets with this skycolor you could subscribe to this and visit a populated planet to save this skycolor in its world file and then usubscribe so that all the other populated planets you visit will have the default colors.
Although I'll take caution in this method as tinkering with universe files while unsubbing mod can be dangerous, if you decide to do this road you should keep multiple backups of your universe.
if you are subscribed to Adds the other 4 vanilla sky colors to CityBound planets then it's random and it will replace the "Earth-like" sky color (blue sky) keeping the other 4 added.
Won't affect already visited Populated planets and in order to apply the new sky colors you'll have to travel to a region of space you haven't visited yet.
