Lower Agent Cap of 3

This mod changes the maximum number of every Agent type a faction can possess at the same time to three for all three Campaigns (Vanilla Shogun 2, Fall of the Samurai & Rise of the Samurai).
The only exception is the Geisha Agent type in the Vanilla Shogun 2 Campaign (Remains at 1).
This change makes agents a lot more valuable and also prevents late-game agent spam by the AI (and player :)).
