This is my best attempt to include a wheelchair user that is at least better than the wheelchair / electric race-car / insane vehicle thing that comes with the game.
There are no animations to go with this type of civilian so I designed it to look more like an electric chair rather than a manual one. With the tourist properties this model should appear less often than some others, but every once and awhile there will be two or more together, it's just how the game decides to place civilians and there is no way to alter that.

Newly subscribed civilians may take some to spawn. As your city grows they will start to appear more often. Don't worry, they will show up.

In both models I had to trim it down to an acceptable tris limit for CS, and I edited the texture files.
