Same issue here. It is not too much a hassle, because I will have a level 2 farming area sooner or later, but this time I started with an ore industry in my city

Hmm never experienced this myself, they all work fine for me.

Many (if not all) of your Industries Remastered buildings require a farm zone level 2 even if they are ore, or forestry, or oil buildings. You forgot to change the requirements of your source to the industry the building is made for.
