Description
This mod is discontinued. I do not plan on providing updates for it in the future, but you can publish your own version of the mod if you think there is still a problem with pop ethics shifting.

What Is This Mod?

This mod aims to fix an issue that makes it almost impossible for existing pops to change their ethics over time. It should now be possible to suppress a faction out of existence (though it's still not easy) or promote a non-governing faction to the point of embracing its ethic. Overall, you should have much more power to influence the beliefs of your subjects. This mod was inspired by this Reddit post which first brought the issue to my attention.

What Does This Mod Do?

In the vanilla game, when a new pop selects the ethic (and thus faction) it wants to be apart of it is extremely unlikely that the pop will ever shift to anything else for the rest of its existence. This is because the weighted modifiers that allow a pop to change their ethic are SO small that it will almost never happen. To counter this I've massively boosted the weights of these modifiers to mimic something similar to what I think the game originally intended.

Modifier Changes

POP_ETHOS_LOWER_ETHIC_THRESHOLD = 0.5 5.0
If the % of pops following an ethic is <= this relative to its attraction do not diverge away from it

POP_ETHOS_DIVERGENCE_RATE_MULT = 0.02 1900.00
Chance of a pop evaluating its ethics every year

POP_CHANGE_FACTION_CHANCE = 0.02 100.00
Once every month a pop has X chance to change faction but only if the pop wants to

@Zepper202 thank you for the explanations. I will keep an eye on shifting in vanilla and if I am still not happy with it experiment with using this mod and see if it makes much of a difference despite you sadly no longer being able to maintain it.

Keep in mind that the vanilla values I changed in the mod are still the same vanilla values that the current version of the game uses even though the problem is not as severe. I don't know what Paradox did to make a workaround for problem, but they didn't do it by changing the same values that I did. Therefore I can't guarantee that messing with these same modifiers will work for you like it did when I first made the mod.

I hope this helps mod makers and gives some closure about where this mod is going in the future. (3)

The modifier changes to the 00_defines file have already been described above, and really those three values are all the things this mod changes. I included some additional modifiers in the mod file, but those don't actually change any vanilla values. If you were to tweak the values that I use, I would start with POP_ETHOS_DIVERGENCE_RATE_MULT; adjust the 1900 by +/- 100 and then run a save for a few years to see what happens. If you want to completely eradicate the last traces of an ethic, drop that POP_ETHOS_LOWER_ETHIC_THRESHOLD to near 0 (I don't know what would happen if you actually made it 0, but it could create problems). I apologize for being generally neglectful of this mod for over a year now. To be honest, I felt that the problem this mod aimed to fix was solved by Paradox some updates ago, and as such I stopped trying to work on the mod. I do not plan on continuing to update this in the future, but anyone who feels that the vanilla pop ethics shifting doesn't work the way they want it to has my full permission to make and publish their own version of this mod. The rest of this message thread will include some tips for making your own version. (1)

Sadly my pops don't seem to shifting as anticipated from the mod notes. Since the logic sounds fairly straight forward that it should work fine with the latest version of the game, without an update labelling it as such, is it possible to confirm that it does actually work still?

@BlackLaser this mod will probably never get an update. You can simply change the settings yourself and the version. Just open it up in notepad.
