Mastery of Districts [Legacy v2]

Description
This is a legacy release of Mastery of Districts (v2). The updated mod (v3) can be found here.

Mod version: 2.3 for Stellaris 2.2.*

"Mastery of Districts" expands upon the "Mastery of Nature" concept, allowing to further expand a planet's districts.

Decisions:

[M] Mastery of Nature: as in vanilla but buffed, the most cost-effective of these. Requires Mastery of Nature Ascension Perk.
[L] Low-Orbit Urbanisation: A rather positive planetary expansion. Requires Voidborne Ascension Perk.
[S] Subterranean Urbanisation: The largers planetary expansion after Mastery of Nature, has downsides but only requires tech.
[A] Autonomous Planetary Transport Network: Not cheap nor big, but has positive effects and only requires tech to unlock.
[V] Verticalised Farming: Probably the first you'll unlock, only requires easy tech and is rather neutral. May be expensive during early game though.

Check the image above for effect details and costs. Costs are scaled per added district point, the image is an example for a 23-25 sized planet.

Planets of the following sizes can get these many additional districts if all decisions are enacted:

Tech requirements for [S] [A] and [V]:

[S] Subterranean Urbanisation:
Anti-Gravity Engineering (Engineering - Industry/Robotics)
Construction Templates (Engineering - Industry/Robotics)

[A] Autonomous Planetary Transport Network:
Administrative AI (Physics) or equivalent
Adaptive Bureaucracy (Society) or equivalent

[V] Verticalised Farming:
Eco Simulation

Other changes:

Scaled Archology costs: from a minimum of 10k minerals and 100 influence up to 30k and 300, at 5k/50 increments. Increments for planet sizes: 6-10; 11-15; 16-20 (vanilla cost); 21-25; 26 and above.

Localisation:

English (Default)
Russian by Steam user "Genby". Accurate for mod version 2.1.

Compatibility:

Vanilla files modified: None.
Overwrites: "Mastery of Nature" and "Archology" decisions.
Incompatible mods: None known.
Savegame: Safe to add mid-game, unsafe to remove mid-game.
Ironman: No iron here, only alloys.

Compatible with Masters of Nature (as of 9 Feb 2019)

This old version is quite simple, so it should be compatible. V3 might be compatible as well, though some things aren't properly balanced. I may release v4 in the coming weeks though.

that would be the compatibility with "Masters of Nature" in effect: "If you have Mastery of Districts you will not be able to build Sky Islands on planets that already have Low Orbit Urbanisation or Subterranean Cities if they already have Subterranean Urbanisation."

I'm experiencing a problem; while the APTN and Vertical Farming decisions work as intended, the Low-Orbit and Subterranean expansions are not available in spite of researching the required techs. Any idea what my problem may be? Thx for your time in advance!
