@Panik Goblin: No physics changes in the game that would render this ineffective. This is 3 months late, but did you check atmospheric thruster effectiveness? Remember that atmo thrusters lose power at higher altitudes, with lower atmosphere density. Atmosphere depends on the planet you're on. Gravity also affects ship weight and thus thrust-to-weight ratio.
2600 PCU is hardly a heavy burden, when Keen official servers have a 20k PCU limit. I have no idea what server would consider this excessive.
