Trading Hub Trade Value Buff

Description
Adds 1 trade value and a 5% system trade value modifier to trading hubs.

The intention is to create a choice between fortifying your major colonized systems or taking advantage of the economic benefits from the trade modifiers as opposed to having your trading hubs sporadically placed throughout the galaxy.

Still works with 2.7.*

They would have to fundamentally change the file structure of starbase buildings for this to ever be incompatible.

The only thing that changed when I updated the mod on Jan 10 is that I set the version compatibility to 2.2.*; the code has been the same since 2.2.2ish and has worked fine across all versions since then.

I haven't tested it with 2.2.7 yet; however, I wrote the mod in a ways so that the only thing modified in the file are trading hubs without touching anything else, so it should work.
