!!Lots of Traditions - AI Takes Diplomacy More for CO Patch

Compatible with 2.1.*

This is a patch for !Lots of Traditions that should cause the AI to take the Diplomacy tree more often, I made this because some users reported that the AI wasn't forming federations so this should fix that.
This is a variant of AITDM for the CO Patch because Cultural Overhaul uses a different diplomacy tree.

Required Mods
This only requires Cultural Overhaul or some variant of it but is intended for use with !Lots of Traditions - CO Patch

@resident-tt Glavius's mod and mine do not use any of the same files so they should work fine together.
