This is Handyman (Original Skin) from BioShock Infinite: Clash in the Clouds replacement for The Sacrifice's Train Tank

This Handyman was featured in Bioshock Infinite E3 2010 demo trailer but never made into final game, he later appear again in Clash in the Clouds DLC as one of unlockable trophies in The Columbian Archeological Society.

This workshop only replace The Sacrifice's Train Tank, the one you only encounter him in The Sacrifice Campaigns Chapter One,
