Lack of resources is something that comes out during testing, it's not like bugs that the devs may legitimately just miss them (though, let's be honest, most of the time nowadays they do know the game is garbage but release it anyway). You can totally speak about something like "The game may softlock you" even though it's the first day of release.
I scoured every single corner of the game prior to the shadow-dropped patch and found nothing. The box in the HUB never refilled, and there were no boxes with vials that existed in the storage rooms such as the Gorilla Enclosure one. If I am wrong, I will own it, but as of right now, what you are telling me just doesn't seem true.
