I skipped forward to the level 100 and completed it expecting to earn the "Rocket-Powered Paintbrush" achievement but it didn't trigger. Is this expected behaviour or a bug?

I must be missing something. I've looked everywhere, completed the game, clicked every check box and even wrote a review and still I can't find the hidden achievement. Can anyone offer a hint?
