stuck on the puzzle with the roman numerals and the magnifying glass on one side any hints?

Помогите с 3 этапом, где иероглифы, не пойму какое слово или предложение там надо составить!! потратил уже 4 час на эту загадку

Half of the time when I alt-tab out of the game I get a black screen. For a game that requires constant switching, that's a bad bug to have. I'm on Windows 10.

Does anyone have an idea how I could lower the frame rate to 60 fps? I tried it using Nvidia Inspector, but it didn't work although it works with most other games.
