If you're trying to correct this for another mod you can lookup its ID by looking for its .modinfo in the MODS directory and grabbing the ID from the <Mod> element.
If you can't tell what mod is conflicting, then search for "WARMONGER_THREAT_PER_TURN_DECAY" in the MODS directory and see what comes up (make sure you're searching file contents).
Needless to say you'll need to repeat this process if the author updates this mod.
