There is another version of the same ship by ninjanoobslayer that indeed works as a ferry, but without any water effect...

I don't have any plans on making barges. The one other ship I've considered doing at some point is the car/train ferry M/S Aurora. Otherwise I mostly make trains.
What Slick Gamble writes is correct. When the game spawns a passenger ship it will randomly select either the default cruise ship or one of the ships you've downloaded from the workshop (if you have any). So you would see a mix of default cruise ships and this ship bring tourists to your harbours.
If you don't want to see the default cruise ship then you can use the Advanced Vehicle Options mod to prevent it from spawning.
I plan on making a stationary placeable version of it, but I need to figure out the optimal method for making placeable ships first. There seems to be several ways to implement that.
My assets can be found in the Cities: Skylines> Workshop > Von Roth's Workshop link at the top of this page, which should be visible regardless of my profile settings.
only thing i would appreciate: a color map. maybe for the hulk (body of the ship)?
