@everyone who concerned, you must use any functional RICO mod then find the building name in the RICO tab or find it in RICO building type which for this building is office. Kinda funny how I reported it in skyve then I found the building. goodluck!

I was just in China last week, and I was on the highspeed train from Shanghai to Beijing (1200km distance in less than 5 hours) and I saw this under construction, its so tall and totally out of place with the rest of a city that would otherwise be unknown to the western world had it not been for that massive factory explosion last year that reached global headlines.
