I haven't played this game in quite a few months and I'm modding Kingdom Come Deliverance right now so i don't know if this will work or not. Anyone who wants to is free to take these mods and update them however.

@Philosophical Owl: The AI, while not prevented from using it, should ignore it as the effects, from its perspective are entirely negitive. The benefit comes from its having a negitive cost which will not figure into the AI decision to select an edict.

@NerroKaiser: It's an Empire Edict so you will find it in the policies tab for your government.
