Yes i have it active in the launcher - it also says active in the content tab
Did you activate it in the launcher? Click contents in the starting menu and see if it's enabled.

Updated it to 1.19.
the texts are I think in localization files.
I am wondering if it possible to do something with peace terms in peace menu itself, because there is extra empty line.

I don't have any DLCs so I could have missed out some peace terms. You can paste a copy of the colonial peace term text, I could try to find and update it as well.
