Harmonious Collective and Erudite Explorers share similar pre-requesites, so the game can sometimes choose one or the other. I just tested it using this mod and your specs. Since you didn't their authority, I tried with all three types:
- Oligarchic gave the species Erudite Explorers
- Dictatorial, Erudite Explorers as well
- Imperial gave it Harmonious Collective

Using your specs, Erudite Explorers is weighted at 12 if it's an oligarchy, 10 for a dictatorship and 8 for an imperial authority.
Harmonious Collective is weighted at 10 for an oligarchy, 10 for a dictatorship and 12 for an imperial authority.

So it seems like everything's working as intended.

I knew it, it's ironman and achievment compatible. But you can test it:

I don't really know how it would be possible either. Are you sure it's not another mod messing things up? All my music mods do (with no exception) is "add" a music folder with .ogg files (the music themselves) and two files with the following code lines:

music = {
name = "Moon OST - Welcome to Lunar Industries"
file = "01_welcome-to-lunar-industries.ogg"
volume = 0.62
}

song = {
name = "Moon OST - Welcome to Lunar Industries"
}

That's all my mods do, so it must be something else.

Good question.
I don't need the tracks per se, I already have 'em all and already looked at what a mod would look like if I were to do one.

But there are three Eve Online music mods on the workshop so I'm not sure a fourth one is needed.
Then again, the authors of those mods seem unable or unwilling to keep them up to date and 2 out of 3 just threw in the whole god damn soundtrack with nary a care for immersion so... I may jump in at some point.
