I am not seeing any issues with this car in game including on Advanced Vehicle Options. If you subscribed to this asset while the game is running, be sure to restart the game (exit to desktop) and double check that the asset has been enabled in content manager before loading into your city. Also the name of the file for this car does Not contain 'Hot Wheels'. In AVO, you can use "MS-T" to find it.
If assets aren't showing up maybe try restarting the game or quit out the game and subscribe on steam (not in-game browser). If it straight up won't download maybe try restarting steam. I've had to do that several times with workshop assets before where the download will hang up. I will also look and see if there's an issue on my end as well
