Report a translation problem
Let's search Theatrum Orbis Terrarum for M&T - Fixed for 1.29+. Then it works.

There's now also an optional download for the TOT shields. They will replace the M&T flags. It's linked under "Customization"
Sadly, I can't update the workshop version for some reason. The game only lets me publish the mod as a new item on the workshop, which isn't what I want. I submitted a bug report on the forums here if you wanna know the details:

If the problem doesn't get fixed, I'll probably abandon the workshop version.
Something in the other TOT files for interface, buttons etc. breaks the new version (due to vanilla changes I think) and causes crash :(
Method 1 (recommended): Manually install M&T (mediafire download), then copy those two folders into the M&T modfolder and overwrite.
Method 2: Manually install TOT, delete everything except those two folders in the TOT modfolder, then make sure your TOT .mod file has "MEIOU and Taxes v2.51" under dependencies, or it won't load right
About the dependencies: this part of the mod file tells the game to load M&T before TOT for M&T, making it possible to overwrite M&T's files without having to rename the submod (EU4 loads mods in reverse alphatbetical order).
The name defined in the "dependencies" part of the mod file needs to be the exact same name you see in the launcher and the mod file (name="...") of the mod you want to be able to overwrite.
