Speed mods only change the maximum speed limit for ships.
There are two modifyable maximum speeds, and they are for small ships and large ships.
Speed limits are not affected by planets (as yet).
The problem however, is the planetary lander ship used to spawn and land on planets does not have enough thrust power to slow down from speeds greater than about 125m/s.
If you increase the maximum speed cap, the lander will plummet to the ground unable to slow itself in time.
By leaving the maximum ship speed at 100m/s, you have an artifical Terminal Velocity. The ship cannot fall any faster than the maximum speed limit.
