nevermind i found out they took the bb court and dog park out. everything else shows up including this.

Wow, that sucks. I really don't think that is supposed to happen. It sounds like a bug in the game to me. You should probably report it to the developers.

their all actrive it's happened with a few assets i've download like a baseball field, soccer field, football field they all replace one of the park assets in the game?

I don't think that should ever happen. Try going into the content manager in the main menu and make sure all your assets are turned on.

does it replace any parks already in the game? i download some parking spaces and they replaced my dog park and basketball court?

Yes, you should be able to find it in the park menu.

Colossal should not wait too long before starting delivering its DLCs, or there will be nothing to add to the game anymore :-)
