It´s not a stupid questions, but a lazy one. Google can easily give you the answer, and you will probably need to watch/read some tutorials either way.

The Answer to your question is: The Hammer Editor. Its the Editor used to create maps for almost any Source Game. Just type soimething like "How to set up Hammer Gmod" into youtube and you will find a variety of videos explaining you how to do set it up and do your first steps.

my host is netcup.de. i have a full dedicated server. on this server are several minecraft, starbound, terraria, kf and a darkrp server where i see any lags

Awesome map! This plays fine on DMV Gaming we have no lag and my users love it. Who is your host? I would recommend a full dedicated and not a VDS for ttt.

A Debian Wheezy. i have no lags on my server, except on the preparing phase of this map. i can't figure out why only there are lags

this map cause lags on my server if the round is on preparing, but if the round starts the lags are gone. its only on this map. anyone have the same issue?
