You should be able to see these options by right clicking Starbound in your library and then clicking on Properties, then clicking on the Workshop tab.
I've also adjusted this mod to require Irisil as part of its load order - but you may need to unsub and resub to both mods to see the changes on your side

My loading screen is still empty aside from the default protectorate logo and the little dancing creature, with or without the above mod. I have some mods that mess with the title screen but this mod doesn't seem to interfere with them. I do have a lot of mods though so it's very possible one of them causes a problem with this somehow.
The patch checks the first 10 panels for the load screen. Are you using a mod that adds more than 10 images to the load screen?
