Alright, once you have the .vtf file of your weapon texture. Go into your game [CS:GO], open the console. Type workshop_workbench. Press enter, a window will pop up. Go to top left and select custom paint job. Below that is a button, press it then navigate to your .vtf folder, and open your texture. Now go to bottom of the screen and select the gun that your texture is for, make sure the condition and image rotation is set to the far right. Then on the left side of the window is an alignment button. (something like that). It is the top one of two boxes, click it. There, your skin is on the weapon for you to preview.

but how do u apply it to the weapon?

I recommend using Photoshop CS6. All you need are the texture and model files for each weapon which you can find on the internet quite easily. Open up the model in photoshop, go to the 3d tab and select the texture/image. go to the top of the tab and replace it with the wireframe textures you got from the internet. Then on the same drop down selection, click edit texture. Walla, when you edit that and flick over to the 3d model it will update for you to see your work in progress. After you have finished make it a .tga file, and use vtf edit on it.
