Yup. That seems to be the case. I have no idea why they've decided to go that route either, tbh... I'm just as confused as you for why they're picking-and-choosing only certain features from the rest of the EMF mods and they aren't putting out a lot of info about it on their workshop page or discord 🤷♂️
Anyways, since GME still works on v1.34, I believe that if you were to add "Great Monuments Expanded 2K Patch" as a dependency to Europa's descriptor.mod file, then it should override and replace the equivalent monuments and files found in the GME mod while making it possible to retain the rest of GME that wasn't included in Europa. I don't see any obvious conflicts that could arise from doing that -- Might even test it out myself later on
Are you sure? I verified by looking at the files and in-game that there are over 60 monuments which are part of Europa Expanded, most of them seeming to come from the Flavor Universalis mod...
Though, I've only tested with the 4K Patch so It's entirely possible that I missed something when creating the 2K Patch, so If you can't see Arc de Triomphe as a great project in Paris, then let me know and I'll come back to check :)
