On the other hand, the fact that sometimes there is and sometimes not, is correct. It depends on the type of road you connect. If you connect another highway (or ramp) the divider will be present. If you connect a city road (all roads that are not under the Highway tab basically), it is always removed instead.

Is it possible you have an interfering mod (there is one that works right on the divider at intersections, I don't remember what it's called now.)?
Anyway I'm working on v5 update so I'll have to review them all. So I'll check this feature too :-)
I have an issue that the gaurdrails don't disappear with traffic lights are applied. I afftects many of the roads/let me know how I can support you if need be your work is great
