1) Go to the workshop directory in your steam folder and look for the mod folder in "\steamapps\workshop\content\882100\2089931762\Config"
2) Open the file "XComClassData.ini"
3) Delete the line:
+ExcludedEquipment="ReflexGripUpgrade"
4) Save the file
Also weird that nobody mentioned but WHY is Garrus using an assault? He was ALWAYS a sniper rifle first and foremost. Also there is more than enough characters with ar's already and overabundance of melee ones with zephyr, Motoko and Tifa being melee ones. , why not mage shotguners and snipers.

On the other hand he just lacks the character compared to other Chimera members. No voice is one thing but while his skillset is mechanically ok he is just not interesting. He is just some dude with a gun :P. I cought myself dropping him to do research and shit.
So... Overall good job but not better than unmodded :P
We ended up holding a tiebreaker in her quarters, i had reach, she had flexibility.

I wonder... there are a number of XCOM2 Mods that give a Garrus Voice Pack.. wonder if that could be repurposed
Garrus is my favorite character mod added so far, and will likely stay that way. You did a freaking amazing job porting him in and it works GREAT.
But- he is most definitely very underpowered, especially since his armor doesn't get the upgrades.
He still goes on every mission though :)
Pretty much all custom characters do that
Why have him with a unique armor in any event?
2nd. Im kinda sad that i can't take him with me cause he still calibrates the damn weapons.
Some suggestions instead:
Rank 3 - Reduce cover bonuses (Full > low, low > none) or Holo-targeting (bonus aim to squadmates on hit enemies) or Ignore/shred armor
Rank 5 - First shot doesn't end turn or Bonus damage to injured enemies or Disorient target every shot
After leveling most of my team to Principal agent, there's not much reason to choose him over the other guys. Compare him to Verge and Patchwork (both use AR):
Verge - Can stun/berserk and shoot on the same turn, gets bonus aim too
Patchwork - Guaranteed 4 damage (or more vs robots) with possible disorient/stun and one time AOE.
Right now, Garrus feels so underpowered and boring compared to the rest of Chimera squad.
我觉得设计思路应该是AR版蓝血,初始数据和命中成长和蓝血一致,而加上标记,瞄准镜和+10命中可以上100,加上最终技能的速射和AR本身多1基础伤害还是有秒人能力的。+2移动力导致13点移动也能帮忙调整位置和包抄就是了。不过+10闪避和武器失效就很弱,还不如换成粉碎弹和(如果愿意设计的话)超载或者投掷地雷。
I think +10 dogde is too weak for a rank 5 ability as well, +25 or just replace it with shred ammo since it fits Garrus` ability in me.
I think adding Dr.Liara is a good option, since lift has already exist in Chimera. Also Chimera lacks an agent featured by offensive and control abilities.

Thank you for the details! One more question, what kind of armor is Garrus wearing? Kevlar, enhances Kevlar, archangel armor, or blank field?
I am using another mod that causes agents to gain XP even if they stay at the base and Garrus was on my starting squad, meaning he was far past Special Agent by the time I unlocked Enhanced Armor.
Can you confirm for what his current base Health and Aim are at right now? (without modifiers). He should have received a utility slot at Special Agent.
And if he is marksman, why does he need Mobility at all?
