I am not planning updating this anytime soon :/ But as usual make sure that you don't have other mods enabled and test it again. Might be mod conflicts.

My problem is that I can only upgrade to Arsenal (gunpowder tier 4 building) in only one province when in the past I could build an arsenal in every village without the cap.

any issues are for all games that use the launcher not just this one just let the launcher run for about 10 mins the first time you load it with a new game then after that set up your mods then launch this has fixed it in all games for me i looked at the log files in the games a found the launcher was trying to look at all the games at the same time due to people changing the one they are playing you need to let the program finish its loading before you do anything with a new game in it as if you dint it will cause the crashes

You can use any mods you want from steam even if your game is pirated ... the thing is that pirated version wont show mod manager and you have to set it up manually thats why i asked.. otherwise I dont know, try asking steam support

Is it a steam game or are you using pirated version ?

hmmm thats weird because it is working like charm for me... though I installed the game recently (a couple of days ago).. I think the problem you have is with the game not steam. Have you tried verifying the game files through steam ? or reinstall the game?
