I do reply promptly, yes, but that's just because I happen to use Steam a lot. Frankly it's rare that I actually update my mods or dig into them for helping and debugging, since I've lost interest in Starbound. But I do try to at least make sure the mods aren't broken.
the FU avali settlement patch mod also, iirc, simply patches in the existing avali village to spawn on FU biomes, so you would need to create a copy of the avali village but replace all the spawned NPCs with novali, (this would likely require patching converse.config so novali NPCs have dialogue, else they would only say "hello" and "i have nothing to say to you"), and then make it so that that copy of the avali villag spawns in the same places as the original
