Looks like the rings around earth were destroyed, so the map is set after terran conflict.

the X-series (namely X-3: Terran Conflict, if I'm identifying the map right) is a 4X space game by Egosoft (search the steam store they're all on here) yf22 (author) created a map the corresponds to the sectors in that game.
