No worries; bug reports are always welcome. I did verify the issue was happening, and what's more, you were correct in identifying that it was same issue I *thought* I had fixed. Looks like I forgot to save my changes, and overwrote it with the load order update.
I definitely fixed it this time. I promise. =) Should load with the next restart of Stellaris (give Steam a minute or three to ensure it downloads it).
Addition: I just checked utopian dream, it was updates yesterday so maybe something changed that the patch isn't playing nice with perhaps?
Addition 2: We reproduced the bug, and for the sake of giving as much info, it was a multiplayer game, we both researched basic habitat tech - but my pal could also build mining habitats while I couldn't(wasnt an option) but somehow the mining habitats DOES work normally for him while his 12 size habitat DID'NT.
A real headscratcher tbh.

That would be my fault; missed the important piece of the name update. This has now been fixed, and should update itself on the next start of Stellaris.
Looks like The Utopian Dream was modified to load before most other mods in the latest change. This mod has now been updated similarly.
Verified and fixed. This is what happens when you miss a closing brace; tell your friends. =p

dunno what it could be. i scoured my mods for compatibility problems & nothing else changes habitats. i used the regular version of no megastructure limits in my last game & really want to keep it. i'm on 2.0.1
That is correct; this is not compatible with the Ringworlder mod, as this is a conflicting compatibility patch for The Utopian Dream to add the compatibility of No Megastructure Limits.
I am looking into creating a compatibility patch.
What mods do you have running? And what specific behaviour are you seeing?
