Initial Upload - V1.0

Initial upload of the patch with simply a country_types file to properly distribute resources to each ISB/RS ship class for the AI, also fixing the "over 100%" budget count of the RS country_types file. Nothing else seems to be needed, but if something else does arise, I will add it.
