-Direct Revelation: Removed modifier, effect is now based on random mostly beneficial events (wild cults and their added hedge preacher jobs).
-Added "Noble Republic" government, which requires Oligarch auth and Aristo Elite civic.
-Added "Crusader Order" government, which requires Oligarch auth, Spiritualist ethos, and both Aristo Elite and Chivalry civics.

-Workers' Councils: Nerfed base bonus, incompatible with Shared Burdens, now increases happiness and political power of workers and specialists.
-Institutionalized Collectivism: Replaced "Not Dem" with "not Fan Auth"; removed ship, building, and district upkeep bonus. Now increases output of workers and specialists, and increases consumer goods output.
-Utilitarian Planning: Removed Dictatorship req, and no longer really a socialist-themed thing. Moved and nerfed upkeep bonus here, nerfed resettlement bonus.
-Proletarian Dictatorship: Removed Utilitarian Planning req, changed name to "Proletarian Regime."
-Automated World-Commune: Removed Utilitarian Planning or Public Works req.
-Populist Monarchy: Removed Philosopher King and Public Works req and no Authoritarian req, requires Institutionalized Collectivism.
-Social Bureaucracy: Removed Public Works req.
-Social Democracy: Removed Lifelong Learning and Public Works req, and not Authoritarian req (latter was redundant w/ democratic req), requires Institutionalized Collectivism.
-Communal Democracy, Socialist Plenary: Requires both Workers' Councils and Institutionalized Collectivism
-Pretender Hive: Has an Imperial variant with "Backup Overmind" heir.
-Return of Syndicalism as either "Syndicalist Congress" (Workers' Councils, Democratic authority) or "Syndicalist Conference" (Workers' Councils, Oligarchic authority)
