Gave the generated neighbour systems a visible asteroid belt each, albeit at the expense of being less random. (You have to set a fixed radius for the asteroid belt, meaning you can't really have a random number of planets before it then.)

- changed the asteroids distribution a bit for all systems, so they're no longer clustered on top of each other at times
- changed the starting system for the void dwellers, so the neighbour systems have no guaranteed habitable planets, but have good planets to build habitats around

Tweaked the start for void dweller synths a bit more. Should be more viable energy-wise, and not as many districts from the start.

Made the generated nearby systems be actually nearby, hyperlane wise. Being at a small-ish distance wasn't all that useful when you might have to go through a dozen hyperspace jumps to get there.

Gave them the prescripted_ideal planet flag, just like Paradox's. I have no idea what it does, and it seemed to work just fine without it, but the comment says it's used in the code. So ok, now mine have it too.
