Few fixes, 3 empire uniques converted to research institute upgrades

Updated for V2.6 - buildings are now uniform with PDX's new style, few new additions to building replacements for fallen empires - if you're currently using a mod that does this put it below eutab on the load order to continue doing so.

My version of the machine replicator plant is dumped and the assembly sector follows a standard upgrade process.

Still some balance changes following the admin cap change but other than that should work fine. please let me know if anything is totally busted, thanks.
