Vanilla AI building fix - extending it to all eutab buildings will be next update in the meantime the AI might do weird things with EUTAB buildings (please let me know if its gamebreaking)

2.3 Update 1

Fixed a bunch of errors and issues that have popped up since 2.2.

- New auth empire unique buildings for imperial and non-imperials
- Multiple new Jobs for buildings
- Machine world unique buildings added
- Several Empire unique buildings reintroduced
- Gestalts 95% fixed and updated just two techs havent been planned.
- Fanatic implementation partialy added. (not implemented in the pic is largely locked in)

With the exception of bug fixing next patch will be in a couple of weeks. Enjoy.
