Reverting back to v2.3.3 until paradox fixes their descriptor.mod file issues. For those on v2.4.1 and want to use this mod, here is a workaround to get the steam mod to load:

Second attempt, steam mod still not loading in v2.4.1. Local mod does load, trying to create a workaround.

New launcher is causing issues. Reverting to v2.3.3 until resolved.
