Change Notes:
- Ship Designer where all ships display as corvette
- Extended the Uplift / Modify Race window to show more traits
- Lowered the outliner
- Minor UI fixes
- Re-added star background to ship designer
- Adjusted ship scale in designer
- Added lighting to designer
- Added full size outliner
- Updated planet view no longer covers notifications
- The planet window no longer has the bar going down the center of it.
- The Policies no longer stretch too far down, and the scrollbar should be working fine
- Edicts title in correct position
- Sector window background
- Further improvements to overall system stability and other minor adjustments have been made to enhance the user experience
