Fix chirps overlapping UI elements

Added polish to the handles

- Chirpy icon added to the front of the panel, allowing free dragging of the panel even when chirps are displayed
- Resize handle added, allowing dynamic adjustment of the banner width

Transparency and width settings should now apply automatically
