Potential bugfix for admin config settings in multiplayer.

- Isn't a horrific buggy mess like last update.
- Added admin config settings for stuff like hook speed, smoke, etc. N.B. that config settings aren't saved between sessions right now.
- Speeding up hooks can be done via SPRINT as well as JUMP now.
